Frank’s roots in baseball go back to the age of 11, when he worked in the clubhouse and as batboy, from 1967-74, for his hometown team the Decatur Commodores, a SF Giants farm club of the Midwest League. He served as the Equipment Manager for Quad Cities, also in Midwest League (1977) and Salinas of the California League (1978) in the Angels organization. Also was signed to a contract and appeared in one game as a player that season.
Then spent the following three seasons (1979-81) with Springfield, IL (American Association) then the Cardinals’ triple-A affiliate, before being promoted to Assistant Equipment Manager for the Major League club in St. Louis, a position he held from 1981-88.
Frank was hired by the Philadelphia Phillies as Equipment Manager in 1989, a position he held for the next ten seasons.
Prior to the 1999 season, he also assumed team travel responsibilities and handled both positions simultaneously for the next 18 years. Spent 2017 as Director, Team Travel and then finished his career in April of 2019 as Special Assistant, Ballpark Projects.
In addition to his duties with the Phillies, Frank served as a consultant to Major League Baseball for the inaugural 2006 and 2009 World Baseball Classics. Was selected as the Equipment Manager for Major League Baseball’s post season All-Star tour of Japan in 1998. He worked two All-Star Games – 1994 in Pittsburgh and 1996 in Philadelphia – and six World Series, three each with the Cardinals and Phillies, including world championships with both clubs.
In 2016, Frank won the Donald Davidson Award as MLB’s Traveling Secretary of the Year, as voted by his peers. He was also honored by Philadelphia Sportswriters Association with a Special Achievement Award in January 2019.

Selected by the Phillies to represent the club at the annual MLB Draft in New York City in June 2019.
He has served as a volunteer assistant varsity baseball coach at Ocean City High School since 2021.
In 2006 wrote a memoir From Fans Field to Philadelphia chronicling his life in professional baseball.
Has hosted Planes, Trains, Buses & Ballparks podcasts since August 2024.
Born in Decatur, Ill., Frank currently lives in Ocean City, N.J., with his wife, Cathie and their two rottweilers Luna & Rosie. He has a son and a daughter and three grandchildren.
